Update Documentation for schema 1.2 (#2429)
* Remove old and unused PR template
* Remove old spelling action which was replaced by .github/workflows/spelling2.yml
* Remove disabled fabricbot jobs
* Remove reference to schema which has been moved to pkgs
* Update references to current milestones
* Remove block comment in release roadmap
* Update to VS2022 per the Visual Studio downloads page
* Docs updates
* Remove Version reference from Visual Studio
