Update NOTICE (#4699)

## Change
Updating NOTICE file from internal tooling. It appears to have removed
many items that are build/test related, likely as they do not ship nor
are they actually checked in to our repository.

I had to manually add the following, as the tooling decided they should
not be included incorrectly:
- Microsoft.Windows.ImplementationLibrary
- microsoft/do-client
- yhirose/cpp-httplib
